Implication of Results: A low result may indicate that: (i) ridership is insufficient for the given amount of service provided; and/or (ii) the amount of veh-km provided may be too high for the inherent demand in the city – that excessive resources are devoted to running vehicles with few riders on them. Shortening of routes and minimization of non-revenue veh-km can improve this indicator.
